What has been the international experience in decentralisation and what impact does this have on the public sector?

The Institute for Public Policy and Governance at UTS welcomes you to hear visiting academic, Universitate de Girona’s Professor of Economics Andreas Kyriacou at a seminar exploring Decentralisation and Governance in Europe: Evidence from Different Expenditure Components.

Professor Kyriacou will share his research examining the impact of fiscal decentralisation on government quality by way of disaggregated measures of the former.

In work co-authored by Oriol Roca-Sagalés of the Universitat Autònoma de Barcelona, Professor Kyriacou’s breaks down fiscal decentralisations into sub-central expenditure on public procurement and compensation of public sector employees.

He will discuss his findings that decentralising public procurement is bad for government performance while the decentralisation of public sector wages improves governance. His finding relate the negative effect to the rent-seeking activity of interest groups and the positive effect to the informational advantage of sub-central provision.

About the speaker

Andreas Kyriacou is Professor of Economics and Chair of the Department of Economics of the Universitat de Girona in Spain. His research has mostly dealt with the economics and politics of decentralisation and federalism and the determinants and consequences of government quality.

He has just completed a book entitled Inequality and Governance to be release by Routledge, Taylor and Francis.
